Preparatory Survey for Patimban Port Toll Road
2019
Patimban Toll Road plays important role to connect Patimban Port and its surrounding area or hinterland, especially the industrial areas that will contribute to cargo volume for the port. The preparatory survey was conducted to assess the requirements needed to develop Patimban Toll Road smoothly. The survey includes analysis on the legal basis for project implementation, identification of necessary permits and procedures, technical and financial feasibility, as well as examination of project and financing scheme.
Study for Development of Backup Area of the Patimban Port and Hinterland Area
2020 – 2021
Patimban Back Up Area is planned to be developed under 356 ha of land adjacent to the Patimban Port. The overall objective of the study is to conduct strategic development planning and implementation of the backup area to support Patimban Port effectively and efficiently. The study on the Back Up Area has been conducted to give recommendations on Back Up Area zoning, development phases, and schemes (funding and institutional arrangement), by considering the logistics services required by key industries’ supply chain, such as automotive, electronics, FMCG, and textile. The study also includes the synergy with Patimban Freight Railway and Hinterland (Rebana Area, specifically Patimban New City as part of Rebana Area) to ensure good connectivity and cargo volume captive from and to the port.
Study for Affordable Housing Development through PPP Scheme in Indonesia
2021 – 2022
To address the housing backlog caused by urbanization, the Government of Indonesia introduced the “One Million Houses” initiative in 2015 through public and private financing, and Ministry of Finance promoted Public-Private Partnership (PPP) scheme for prioritized sectors, including housing, in its 2020-2024 policy agenda. This study supports Ministry of Public Works and Housing and aims to explore the PPP scheme as an alternative financing option for affordable housing in Indonesia. The study encompasses three activities: i) sector assessment, analyzing PPP implementation in Japan and India and identifying key issues in affordable housing in Indonesia; ii) candidate assessment, reviewing the Outline Business Case of PPP affordable housing candidates; and iii) capacity building through focused group discussions.
Institutional and Financial Study for Jakarta Mass Rapid Transit East-West Line
2023
As part of the National Strategic Project, the Government of Indonesia is planning to develop Jakarta Mass Rapid Transit (MRT) for East-West Line. This line will cross 3 provinces; Banten, DKI Jakarta, and West Java, starting from Balaraja, Banten and ends at Cikarang, West Java, with total route length of 84.1 km. The study aims to recommend the suitable institutional (e.g., which institution to play the implementing agency roles) and financial scheme (e.g., funding split between the local governments and central governments)
Study for PPP TOD Project in Pasar Jumat, Lebak Bulus, South Jakarta
2023 – 2024
Rapid urbanization increases the demand for urban essential services, including affordable housing. However, limited government funding and poor land management push affordable housing away from the city center, leading to urban sprawl. Transit Oriented Development (TOD) is regarded as an approach to counter urban sprawl by integrating essential services with public transportation through high-density development around transit hubs. As the continuation of the Study for Affordable Housing Development through the PPP Scheme in Indonesia, Lebak Bulus TOD was selected for further analysis, with Pasar Jumat as the pilot location. This study explores scenarios for vertical affordable housing within the TOD framework, utilizing the PPP scheme, Land Value Capture, and cross-subsidy mechanisms for synergy between affordable housing and TOD objectives.
Capacity Building for Patimban Back Up Area Development and Promotion
2023 – 2026
This is one of the outputs from a broader study on port management capacity development. In this capacity building for Patimban Back Up Area development and promotion, continuation of supports is provided to KSOP (Harbormaster and Port Authority) Patimban in four activities, including: 1) Setting up task force for Back Up Area development and promotion, 2) Reviewing Back Up Area plan in the updated masterplan, 3) Clarifying Back Up Area development scheme, 4) Preparing Back Up Area development action plan, 5) Preparing promotion activity plan for attracting investors to the Back Up Area, and 6) Implementing promotion activities for attracting investors and port users in the Back Up Area.

Transaction Advisory for West Java Legok Nangka Regional Final Waste Treatment and Processing Facility Project through PPP Scheme

The West Java government aims to develop the Legok Nangka Regional Final Waste Treatment and Processing Facility (projected capacity at 1,853 to 2,131 tpd) to address the increasing demand for municipal solid waste services in the region while at the same time decrease the dependency of landfilling practice which is not environmentally friendly. The Project is included as part of the National Strategic Project and identified as one of the priority Waste-to-Energy project outlined in Perpres 35/2018. Through collaboration with the Ministry of Finance, the transaction advisory service aims to provide assistance in project preparation and in achieving Financial Close. This includes identifying bankability solutions, developing key project documents such as feasibility study, tender document, cooperation agreement, and conducting essential technical study such as, waste quality and delivery system enhancement.
Feasibility Study of Bekarpur Regional Final Waste Treatment and Processing Facility Project
2020 – 2021
In parallel with the development of Legok Nangka project, West Java Province is aiming to have waste treatment facility in Bekasi, Karawang and Purwakarta (Bekarpur) in order to support the Citarum Harum program. Feasibility study was conducted covering topics such as project needs, alignment with government plans legal and risk analysis, economic and financial analysis, as well as value for money analysis. In addition, support on capacity building to relevant stakeholders as well as policy alignment are also part of the project.
Policy Advisory for Capacity Enhancement of Policy Development for Municipal Solid Waste Management
2020 – 2021
The Government of Indonesia has shown a strong leadership to tackle the issues related to municipal solid waste management as proven by the issuance of relevant regulations in the recent years. However, institutions need to be supported by local governments as the implementer. The project aims to enhance waste management planning capacity based on quantitative analysis at provincial and local governments by including monitoring and performance evaluation system of waste management activities to eventually improve waste management cycle and related policies, financial mechanism, and data collection system.
Study for the Integration between Waste Water Treatment with WtE Facility in Jakarta
2020 – 2021
The project is conducted with the cooperation of the Provincial Government of DKI Jakarta with the objective to assess potential integration between waste water treatment facility and Waste-to-Energy facility in DKI Jakarta, which includes support for information gathering and needs analysis, stakeholder analysis and proposed role demarcation, and support on analysis of proposed business model.
Study for Technological Advantages in Waste-to-Energy Business
2021 – 2022
The objective of the study is to investigate the potential utilization of modern/advance Waste-to-Energy technology and know-how in a developing country where usually waste sector is underdeveloped. The study identifies characteristics of waste sector in South Asian and Southeast Asian countries. It is found that large cities are suffering from landfill overcapacity but transitioning to higher waste treatment technology is burdened by limited government budget, lack of technical expertise, and unsupporting regulations. The study recommends ways to improve local governments’ capability to adopt Waste-to-Energy for improving its waste sector.
Study for Enabling Waste to Energy PPP Project in South and Southeast Asia Countries
2022 – 2023
Asian developing countries face urban waste issues and find difficulties in implementing waste treatment solutions. The cities’ landfills are in overcapacity condition but scarcity of land and limited local governments’ financing capacity and skill sets prevent the development of advanced waste treatment facility. The study explores solutions to help stakeholders in the region implement a Waste-to-Energy project through Public-Private Partnership (PPP) scheme. To cross-fertilize the know-how, a working paper on the subject urban waste issues in developing countries is produced. This working paper is intended to provide perspectives and practical tools for successful implementation of large-scale Waste-to-Energy facility development using PPP scheme to support stakeholders that are directly involved in the project preparation and procurement of Waste-to-Energy PPP projects in large cities of South and Southeast Asia countries.

Digital Health and Telemedicine Implementation
2022
Telemedicine is widely used by for patients to receive healthcare services during the pandemic, demonstrating the potential capability of telemedicine to be further expanded in tackling remote health issues. Analysis was conducted on where telemedicine can increase healthcare capacity for remote health through cooperation with hospitals and telemedicine companies. In this regard, Proof of Concept (PoC) activities in tele-ICU, tele-obstetrics, and tele-ophthalmology are implemented. The result from the PoC are analyzed and to be scaled-up in the next phase.

Policy Advisory for the Development of Geothermal Sector in Indonesia

Indonesia has abundant geothermal resources, constituting 40% of worldwide potential. However, the geothermal development and various policy measures have not yet been optimized. The overall objective of the advisory services is to support the Government of Indonesia in accelerating the geothermal development through identification and recommendation of geothermal promotion policies, assisting relevant Government institutions in operationalization phase, and establishing an improved plan of mid- to long-term geothermal development resulting in the increase of geothermal contribution in renewable energy mix in Indonesia.
Study on LNG Distribution and Power Plant in Eastern Indonesia
2020 – 2022
The Ministry of Energy and Mineral Resources of Indonesia (MEMR) has issued MEMR Decree No.13/2020, amended by MEMR Decree No.2/2022, which focuses on the assignment of Supply and Development of LNG distribution Infrastructure and the conversion of diesel to gas in electricity generation. The study was conducted to support the implementation of the decree and ensure the East Indonesia region benefits socio-economically. Furthermore, the project aims to provide various types of support, including: 1) Technical Support: Assisting with infrastructure analysis and the development of scheme plans, 2) Debottlenecking: Providing coordination support among relevant agencies to address bottlenecks, 3) Social and Economic Benefit Enhancement: Assisting in enhancing social and economic benefits in Eastern Indonesia.
Support for the Asia Energy Transition Initiative Program Implementation in ASEAN Countries
2022- 2023
As a commitment to tackle climate change by achieving sustainable growth and carbon neutrality, the Asia Energy Transition Initiative (AETI) program was launched. The AETI program includes a variety of support for realising energy transitions in Asia. The objective of this project is to provide support to promote AETI as well as implement Energy Transition pilot projects in various ASEAN countries. Prior to project implementation, support programs are formulated and tailored based on each partner country circumstances. The support program is expected to accelerate the commercialization of new technology in energy sector.

Support Facility for Committee for the Acceleration of Priority Infrastructure Delivery (KPPIP)
The project provides technical assistance under the G-to-G framework to support the sustainable operation of KPPIP through KPPIP Support Facility working as Project Management Office (PMO) for KPPIP, with the objective of accelerating sustainable operationalization of KPPIP and support bankable project preparation, including selected projects from Indonesia – Japan framework. The activities provided during this project are: 1) KPPIP PMO operationalization support, 2) Infrastructure policy advisory, 3) Pre-Feasibility Study (Outline Business Case) and Project Development Facility (Final Business Case) development, and 4) Debottlenecking support of selected priority projects.
Strengthening PPP Project Preparation Capacity in Asia and the Pacific
The project aims to identify potential Public Private Partnership (PPP) projects (pipeline development) in Indonesia, help government agencies in preparing applications for multi-donor trust fund support, provide support in procuring and monitoring external resources required to meet the facility’s objectives, support delivery of signed mandates, support a range of upstream PPP project development activities with priority to infrastructure projects with positive impact on regional connectivity and demonstrate value for money, as well as provide on-ground local support for the activities and stakeholders coordination in the project development and transaction advisory services.
